I would suggest running a packet capture with Wireshark. Then force your PC to do a DHCP Discover to see what is offering that address out. You should be able to look at the OUI of the MAC address to narrow it down. The subnet 192.168.0.0/24 sounds like what a lot of cable modems use for their DHCP.

Do you have the Intrusion Prevention System (IPS) turned on and have it set to block low priority attacks? If so try de-selecting the prevent all option for low priority attacks. Does the new access rule have a higher priority than other WAN-to-WAN access rules? Are there any conflicting rules with a higher priority than your new rule?
